¿Qué es el Aporte Previsional Solidario (APS)?
Es un pago mensual que da el Estado para aumentar las pensiones de aquellos que efectuaron contribuciones en algún régimen previsional, y que reciban una o más pensiones de las AFP, compañías de seguros e IPS; siempre que la suma de las pensiones sea menor a la Pensión Máxima con Aporte Solidario (PMAS).
¿El APS es sólo para los nuevos pensionados o también para quienes reciben pensiones de vejez, de invalidez o de sobrevivencia?
Podrán optar al APS las personas que se pensionen de ahora en adelante y también los actuales pensionados, los que deben cumplir los requisitos de edad, residencia en Chile y condición socio-económica.
El APS comenzó a regir en julio de 2008 y para acceder al beneficio, se deberá presentar una solicitud en las AFP o en el Instituto de Previsión Social (IPS), y además presentar otras condiciones establecidas para este aporte. A partir de la fecha de la solicitud comenzará a computarse el beneficio.
¿Todos los pensionados tienen derecho al APS?
No tienen derecho al sistema de pensiones solidario los pensionados de la Caja de Previsión de la Defensa Nacional y de la Dirección de Previsión de Carabineros de Chile, aún si están inscritos en otro régimen previsional.
¿Cuáles son los requisitos para optar a un APS de vejez?
- • Tener 65 años de edad;
- • Derecho a pensión en algún régimen previsional;
- • Que la pensión autofinanciada o la suma de las pensiones que reciba la persona sea inferior a la Pensión Máxima con Aporte Solidario (PMAS) vigente.
- • Estar dentro del 50% más pobre, universo que el 2011 será el 60%.
- • Tener 20 años de residencia en Chile desde los 20 años de edad; y 4 de los últimos 5 años en Chile.
Con 20 años de aportes en los sistemas de pensiones en el país se cumple este requisito.
¿Cuáles son los requisitos para el APS de invalidez?
- • Tener entre 18 y menos de 65 años de edad;
- • Derecho a pensión en algún régimen previsional;
- • Ser declarado inválido por las Comisiones Médicas.
- • Estar dentro del 50% más pobre, que llegará el 2011 al 60%.
- • Acreditar haber residido en Chile 5 de los últimos 6 años anteriores a la fecha de solicitar el beneficio.
- • Que la suma de la Pensión de Invalidez más cualquier otra pensión, sea inferior a la Pensión Básica
Solidaria de Invalidez ($75.000 + IPC).
¿Cuánto será el APS de vejez?
- • El APS dependerá del monto de la pensión que la persona pueda autofinanciar. Mientras menor sea el monto de la pensión autofinanciada por el afiliado, mayor será el aporte fiscal o APS. El APS máximo es hoy de $75.000 + IPC.
- • La pensión final de los afiliados con APS será superior a la Pensión Básica Solidaria, porque los beneficios están concebidos para que todo aquel que efectúe un esfuerzo de ahorro reciba una pensión siempre mayor.
- • La Pensión Máxima con Aporte Solidario - PMAS irá subiendo hasta llegar a un tope de $ 255.000 el año 2011. La gradualidad significará que el APS llegará cada vez a más personas, y a quienes tenían un APS se les aumentará el monto de Aporte por el solo hecho de aumentarse el límite máximo.
¿Cuánto será el APS de invalidez?
Aquellas personas que reciban una Pensión de Invalidez y cualquier otra pensión, podrán recibir un APS de invalidez sólo si el monto que recibe es inferior a la Pensión Básica Solidaria de Invalidez ($75.000 + IPC). La pensión final con APS, será igual a la PBS de invalidez.
¿Quiénes tienen una pensión de sobrevivencia pueden acceder al APS?
Las personas que reciban una pensión de sobrevivencia del Sistema de AFP, tienen derecho al APS de vejez e invalidez, si cumplen los requisitos. Trabajo y Enfermedades Profesionales.

¿Los que se pensionaron anticipadamente en el sistema de AFP tienen acceso al APS?
También tienen acceso al APS cuando cumplan 65 años de edad. Sin embargo, el cálculo del APS tomará en cuenta el hecho de haber adelantado su pensión, para no beneficiar más a aquellos que anticipan su jubilación, respecto de los que se pensionan a la edad legal.
